Everybody knew about the plans of Ankara massacre
The preliminary investigation report about the suicide attack in Ankara Train Station on October 10, 2015, which is prepared by the civil inspectors, is released. The report revealed that there is gross negligence.
According to Kemal Göktaş's report in Cumhuriyet newspaper, it turned out that Ankara Anti-terror Branch Bureau C Chief Hüseyin Özgür Gür hasn't reported the information, which was received 25 days before the attack, on September 14, 2015, about ISIS' plans of suicide attacks in rallies to his superiors and to the branch that had been taking precautions for the rally. In the report, it is also stated that Ankara Police Chief, Anti-terror Branch Chief and Intelligence Branch Chief should be investigated because of negligence. Ankara Police Chief Kadri Kartal, who was in office at the time of the attack, is accused of not taking the necessary precautions despite the intelligence reports and suicide attacks in Suruç and Diyarbakir. Between February 1 and October 10, police and intelligence office received 62 information reports about suicide attacks. According to inspectors' report, even Ankara bomber Yunus Alagöz's name was on the last information report.
Obstacle from governorship and prosecutor's office
In the report, which was written by Chief Civil Inspectors Özcan Bademci and Turan Ergün, and Chief Police Inspectors Ayhan Acet and Ertan Kara, a permission for investigating former Ankara Police Chief Kadri Kartal, former Intelligence Branch Deputy Chief Cihangir Ulusoy, Anti-terror Branch Chief Hakan Duman and Ankara Anti-terror Branch Bureau C Chief Hüseyin Özgür Gür is requested. However, the governorship declined this request. And Chief Public Prosecutor's Office didn't use its right of objection and decided not to put this file in process. Lawyer Murat Yılmaz appealed to Council of State.
